TOWN OF DECATUR

REGULAR MONTHLY MEETING

January 16, 2012

 

 

            The Decatur Town Board met on January 16, 2012 for their regular monthly meeting.  Notice duly given.  All Board members were present. The meeting was called to order at 7:00 PM by Chrm. Riese. The agenda had been amended to add Kubly Variance, and reposted. Motion to approve the agenda as amended and posted was made by Spvr. Gadow, seconded by Spvr. Schwartzlow, and carried, 3-0.

The minutes of December 19, 2011 were approved as printed. The Treasurer’s Report was presented and motion to accept was made by Spvr. Schwartzlow, seconded by Spvr. Gadow, and carried, 3-0. Bills totaling $9,101.53 were presented and motion to pay the bills as presented was made by Spvr. Gadow, seconded by Spvr. Schwartzlow, and carried, 3-0.

Meredeth Tripp appeared before the Board representing several residents on Park Road.  They have a concern regarding the cutting of trees and spraying of herbicides on Park Road especially with this being a designated Rustic Road. A copy of her remarks is attached. A few others present also expressed their concerns and specific items of great concern to them, among those items were the rare wildflowers and the growing infestation of Garlic Mustard. After listening and discussing these concerns with those present Chrm. Riese stated that the Town would discontinue spraying of herbicides, and they will monitor more closely the trees that are cut.

Billy Betz appeared before the Board regarding the Operator’s License for Mae Cowan.  At the August 2011 meeting the Board had denied the license, but stated she could re-apply in six month’s.  There have been no issues since that time and after discussion motion was made by Spvr. Gadow to approve the license to be effective February 15, 2012 (six month’s from the date of the denial). Motion was seconded by Spvr. Schwartzlow, and carried, 3-0.

Dusty Kubly appeared before the Board to request a variance for construction of an addition to a current building that is to close to the lot line. This was discussed and motion to approve the request was made by Spvr. Schwartzlow, seconded by Spvr. Gadow, and carried, 3-0.

Roadwork was discussed and it was stated the final billing for the 2011 Roadwork done by Green County was paid in December so that it will reflect on the 2011 Budget. Scott Johnson will be a back-up snowplow driver. He works for Schlittler but is laid off most of the winter and he does have his CDL. The Clerk asked about review of the Intergovernmental agreement between the Town and Spring Grove, as it has been two years since its last review.  She was instructed to add the clause stating it be reviewed every two years and to place this on the agenda for the next meeting.

Discussion was held with information shared on the issue of fire protection. The City of Brodhead and the members of the Rural Fire Association have been meeting and trying to come to an agreement on how to proceed.  This will be further discussed tomorrow night with the City Council.

Registration information for the Wisconsin Towns Association District Meetings was presented.  They will be doing the required Board Of Review Training at these meetings.  Motion to send in registration for both Supervisors and the Clerk/Treasurer was made by Spvr. Gadow, seconded by Spvr. Schwartzlow, and carried, 3-0.

Spvr. Schwartzlow informed the Board that he had finished the preliminary maps for the Ag Enterprise Area and has forwarded them on to the County.

The date of the next Town Board meeting was set for Monday, February 20, 2012, at 7:00 PM at the Town Hall.      

Chrm. Riese shared information on the Green County Landfill with the probability of the City of Monroe, and the City of Brodhead discontinuing their use of the landfill, and the effects this would have on the remaining users. 

There being no further business to come before the Board Chrm. Riese adjourned the meeting at 8:23 PM.
